The Planning Inspectorate is an Executive Government Agency in the Department for Levelling Up, Housing and Communities. They deal with planning appeals, national infrastructure planning applications, examination of local plans and other planning and specialist casework in England. 

The Planning Inspectorate recognised that they were unable to consistently attract sufficient numbers of inspectors to meet demand and a review of our recruitment process is required to ensure the process aligns with their Equality, Diversity and Inclusion Strategy.

Journey4 were appointed to review what changes were required to make to their approach so that they could recruit and retain the people they need for the future. Journey4 are a supplier on the Crown Commercial Service’s Management Consultancy Framework 3 (MCF3), Lot 5 HR.

Our Approach

We undertook external market research to understand why people within the planning (and other land-use) profession do not apply to become Planning Inspectors. This helped shape the approach to recruitment in future. We reviewed the current recruitment pack and communications to advise changes to attract a broader range of candidates. As part of this process, we engaged with Planning Inspectors who had recently been appointed to gather their feedback on the process.

We completed a benchmarking exercise on similar roles in the industry to understand competitive salaries and benefits packages, including flexible working. We advised on innovative ways to help us recruit and completed a review the recruitment process to ensure the process aligns with the organisations Equality, Diversity and Inclusion Strategy.

Impact of our work

Throughout the project we created close working relationships with HR colleagues and other key stakeholders in the organisation. We worked with the operations team and HR business partner to deliver market research and report on the findings.

Throughout the process we focused on skills transfer to help build the capability within the operations and HR teams and identified an implementation plan to ensure the recommendations were embedded into the organisation.

We reviewed all success measures that were agreed prior to the start of the project and agreed with the client that these had all been met.
